      绿色发展对生态文明建设具有重要支撑作用。现行的工艺导向型环境政策已不能很好地解决环境问题,难以满足绿色发展需要。环境保护综合名录属于产品导向型环境政策领域,是根据生命周期理论,对产品实施从“摇篮”到“坟墓”的全过程控制,它的鲜明特点是直接与环境保护经济政策挂钩,具有极大的生命力。因此,本文提出落实绿色发展,实践生态文明要以环境保护综合名录为抓手,并针对如何强化环境保护综合名录政策,提出以下建议:进一步提升名录制定工作的科学性与规范性;完善名录运行机制;制定与发布环保综合名录手册,在以往名录工作机制重“双高”定性的基础上,深入分析“双高”产品的污染节点、治理难点和监管重点,作为地方环保部门环保执法和政策制定的依据与参考;环境保护综合名录需要进一步实施推广与执法机制,使环境保护综合名录政策直接转变成生产力,这是环境保护综合名录政策直接落实到转变发展方式上的落脚点;强化环境保护协同控制政策,做好编制综合名录工作。

      Green development is an important support for the construction of ecological civilization. Environmental pollution can't be solved well by the current process-oriented environmental policy, which also gaps the needs of green development. Environmental protection comprehensive directory belongs to the field of product-oriented policy. Based on life cycle theory, it adapts a whole process control of the products from "cradle to grave", which is distinct characterized by directly linking to environmental protection and economic policies. Therefore, this paper proposed that environmental protection comprehensive directory could be the gripper for the practice of green development and ecological civilization. Then, some suggestions such as further enhance the scientific and normative of list formulation; Improve the operating mechanism of the list; Formulate and release the manual, based on the previous qualitative work of “high pollution and high environmental risk” products, analyze the products' pollution nodes, governance difficulties and regulatory focus, which can be used as basis and reference of environmental low enforcement and policy formulation for local environmental protection department; Further implement the promotion and enforcement mechanism of environmental protection comprehensive directory to transform it into productivity, which is the foothold of environmental protection comprehensive directory policy works on development mode transformation; Strengthen environmental protection coordination control policy to better organize the comprehensive directory.
