开展生态资产负债核算研究对自然资源资产负债表编制具有重要意义。以京津冀13 个地市为例,通过计算生态产品供给价值变化以及生态足迹、生态承载力和生态赤字来分析其生态资产负债变化情况。核算结果表明,2012 年京津冀生态产品供给的期初价值为4686 亿元,期末价值为4990 亿元,当期增加340 亿元。京津冀生态足迹和生态承载力分别为4451.06 万hm2 和1932.68 万hm2,生态赤字为3167.8 万hm2。生态赤字较大的城市分别是北京市、天津市、石家庄市和保定市,生态赤字较小的城市分别为秦皇岛市和承德市。北京市人口增长过快和资源消耗量过大是生态赤字的重要原因。京津冀区域在发展方面引起的生态资产变化,需要引起高度重视。 |

The liability accounting of ecosystems areimportant parts for producing balance sheets of natural resource assets. Calculated the value of ecological products, ecological footprint, ecological carrying capacity and ecological deficit of the 13 cities in Beijing-Tianjin-Hebei Region by multiplying the balance factor to make different types of land ecological productivity comparable.Accounting results show that the direct economic value of ecological products in this region was 468.6 and 499 billion RMB at the beginning and at the end of 2012, and there was an increase of 34 billion RM Bin the current change. The regional ecological footprint and ecological carrying capacity of local region was 4.45 million hm2 and 1.93 million hm2 respectively, and the ecological deficit was 3.17 million hm2. The Ecological carrying pressure was great. The ecological deficits were larger in Beijing, Tianjin, Shijiazhuang, Baoding and smaller in Qinhuangdao, Chengde. The reasons for the huge ecological deficit in Beijing were the fast growth of population and the excessive consumption of resources.We should pay enough attention to the non-sustainability in the development of Beijing-Tianjin-Hebei Region. |
