      建立健全生态文明制度体系是推进生态文明建设的重点。本文论述了《党政领导干部生态环境损害责任追究办法》四大特征,包括一大突破即“党政干部政绩观制度突破”,两个明确即“明确了适应范围与责任清单”,三大亮点即“有权必责、党政同责与终身追责”,四大追责主体即“党政主要领导、党政分管领导、政府工作部门领导与具有职务影响力的领导”。最后,提出了五个建议包括“编制生态资产负债表,建立追责联动机制,行为追责与后果追责相结合,设定追责情形,制定实施细则”。《党政领导干部生态环境损害责任追究办法》对引导党政领导建立正确的政绩观与推动尽快建立人与自然和谐的局面具有重要的现实意义。

英文摘要:

      To establish and perfect the system of ecological civilization is the key point of promoting the construction of ecological civilization. This paper discussed the leading cadres of the party and government liability for damage to the ecological environment accountability measures, including a major breakthrough in namely cadre achievement view system breakthrough, two clear to clear the scope and responsibility of the list, three highlights namely have the right to have responsibility, party committees and governments jointly accountable accountability and lifelong responsibility, four accountable main body namely main party leaders, leadership of the party and government in charge of the leadership, the work of the government departments with influential positions of leadership. Finally, five recommendations were proposed including the preparation of ecological balance sheet, the establishment of accountability linkage mechanism, the combination of accountability and consequences of responsibility, setting the responsibility for the case, the implementation details. The approach to the investigation of the ecological environmental damage responsibility of the party and government leading cadres is of great practical significance to guide the party and government leaders to establish a correct view of achievements and promote the establishment of a harmonious situation between human and nature as soon as possible.
