      环保信息化建设是一项复杂的系统工程,它需要充分考虑地域差异、业务差异、标准差异以及各层级数据之间的互联互通等问题。本文从顶层设计角度提出了1NM1信息化理论模型及其系统架构,并提出一个熵值公式来表示整个系统信息化的复杂程度。1NM1模型用来描述并指导在一个具有M个层级,每个层级又有N个部门,且层级和部门之间各具特色的组织中如何建设遵循统一平台、统一标准的统一化信息系统。该系统按照"云"加"端"的总分架构进行设计,并将整个系统分为云平台(Joint Cloud)和端平台(Joint OS)两个部分。通过云平台来对本级节点各类应用的数据和业务进行整合,然后利用端平台对本级节点新应用系统进行构建。1NM1模型的提出,不仅可为环保信息化的顶层设计、系统各层级之间的业务协同以及信息资源的整合提供一种新的解决思路,也可为其他行业的信息化建设提供理论指导与借鉴。
英文摘要:
      Environmental informatization construction is a complicated system engineering, which has to taken consideration of the differences across regional, business, standards, and the problem of interconnection among data at different application levels. This paper establishes 1NM1 informatization theory model and its implementation architecture from the perspective of the top-level design, and proposes an entropy formula to express complexity of the whole system's informatization level. The 1NM1 model is used to describe and instruct an organization that consists of M levels and N sectors in each level to develop an information system under unifed platform and standard. The system is designed according to a "total-sub" architecture with the cloud and side. The system is divided into the cloud platform (Joint Cloud) and the side platform (Joint OS). The data and services of various types in nodes are integrated by the cloud platform, and the new applications in nodes are built by the side platform. This theory model not only provides a thought of solution for the top-level design of environment informatization, collaborations of different hierarchies in environment systems, and the integrations of information sources; but also helps in instructing and imitating for the informatization construction of other industries.
