根据“两型”社会发展要求,本文从低碳视角出发,对比生态城市、低碳城市等评价指标体系,对湖南省13个地级城市建设绩效进行了实证研究。对比分析了13个地级城市在湖南省成为“两型”社会改革实验区前后,在经济发展、社会发展、资源节约、环境保护四个方面的变化。结果表明:在城市经济方面,13个城市呈现东高西低的发展模式,尤其是长株潭城市群经济发展情况明显快于其他地级城市;在城市社会方面,相对于其他方面变化差距最小,其中长沙市提升最快,张家界市变化最慢;在城市资源方面,整体水平相对于其他部分变化较大,其中长沙、邵阳等市的资源消耗较少,老工业基地娄底、岳阳等市资源消耗相对较多;在城市环境方面,大部分城市环境都有所提升。总体上,湖南省13个地级城市的“两型城市”建设,在经济、社会、资源、环境方面都有所提升,但仍存在巨大提升空间,尤其是基础设施建设、科学技术水平、“三废”利用率以及城市环境治理能力方面上升空间较大。 |

Based on the development requirements of the resource-economical and environment-friendly society, this paper compared the assessment indicator system of ecological city and low-carbon city, and established an assessment indicator system of resource-economical and environmentfriendly city from the low-carbon perspective. Then empirical study with 13 prefecture cities in Hunan province was carried out. We made an assessment on the change of economic development, social progression, resource conservation and environmental protection, before and after the reform experimental area of two-oriented society resource-saving and environment-friendly in Hunan. The results showed that the resourceeconomical and environment-friendly city construction in 13 prefecture cities of Hunan was improved in the aspect of economy, society, resource and environment, but there is still much room for improvement of the cities, especially in the field of infrastructure construction, science and technological level, Tri-wastes use ratio and city environmental management. |
