      特色小镇不同于建制镇或产业园区，建设特色小镇对于推动城乡融合发展和乡村振兴具有重要作用。本文梳理了特色小镇建设大致经历了孕育成长、全面铺开、提质规范三个阶段，建议地方对特色小镇的建设和发展密切关注与监控，及时纠偏；编制高质量的特色小镇总体规划和生态环境保护规划；加快特色小镇行政管理体制改革步伐，科学评估特色小镇的主导产业选择。

      Characteristic towns that are different from the administrative towns or industrial parks, play important roles in promoting integrated urban-rural development and rural revitalization in China. This paper summarizes three stages in the development process of China's characteristic towns, including the period of gestation, the period of fully-expanded and the period of quality improvement. We suggest that local governments should promote the improvement of characteristic towns from the following four aspects:keep a close eye on the development of characteristics towns and rectify deviation in time, prepare high-quality overall plan and ecological environment protection plan, accelerate the pace of administrative system reform, scientifically assess the leading industry of characteristic towns.
