      畜禽养殖污染治理是很多国家面临的共同难题。本文从畜禽养殖清洁生产管理和政府规制两个层面入手，对发达国家在应用清洁生产技术、控制养殖规模和推行清洁性操作三方面进行了理论借鉴，并结合美国、欧盟和日本的清洁生产实践详细梳理了发达国家畜禽养殖清洁生产的经验。在此基础上，本文进一步阐述了当前我国畜禽养殖清洁生产的障碍性因素和应对策略，旨在加快推进我国畜禽养殖清洁生产的进程。

      Pollution control of livestock and poultry is a common problem in many countries. Starting from two aspects of clean production management and government regulation of livestock and poultry breeding, this paper gives a theoretical reference to the application of cleaner production technology, the control of breeding scale and the standardization of cleaner operation in developed countries. Combined the practices in the United States, the European Union and Japan, the experience of clean production of livestock and poultry breeding in developed countries is detailed combed. On this basis, the obstacle factors and countermeasures of clean production of livestock and poultry breeding in China at present is further articulated in this paper, aiming to accelerate the process of clean production of livestock and poultry breeding in China.
