      《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》的“三新”核心要义（即立足新发展阶段、贯彻新发展理念、构建新发展格局）对“十四五”土壤污染综合防治具有深刻影响。本文分析了“三新”核心要义为“十四五”土壤污染防治带来的历史发展机遇和挑战，分析了“十四五”土壤污染防治新阶段四个方面的特点。在此基础上提出了“十四五”土壤污染防治主要思路，重点分析了深入实施保护、预防、管控、修复四大行动的主要任务要求，以期为国家和各级政府开展“十四五”土壤污染防治谋划与设计提供决策参考。

英文摘要:

      The has presented "Three New" core requirements (have a foothold on the new development stage, implement the new development concept and build a new development pattern), which has a profound impact on the direction of soil pollution prevention and control during the 14th Five-Year Plan period. This paper analyzed the development opportunities and new challenges provided by the "Three New" characteristics to prevention and control of soil pollution during the 14th Five-Year Plan period, clarified the characteristics in four aspects of the new period of soil pollution prevention and control, proposed the main idea of China's soil pollution prevention and control during the 14th Five-Year Plan, elaborated the main mission requirements for the in-depth implementation of the four major actions of "protection", "prevention", "control" and "remediation", which might provide decision reference for the national and provincial plan and design of soil pollution prevention and control during the 14th Five-Year Plan period.
