      异质性环境规制与高新技术企业共聚之间存在复杂而紧密的交互因果关系,如何加快两者融合发展,构建区域经济环境协调优势值得进一步研究。本文利用大数据分析方法,基于国内2011—2019年异质性环境规制与高新技术企业共聚的省域面板数据,采用多空间收敛交叉映射模型,在区域间高新技术企业共聚水平测度基础上,从“被共聚”和“向共聚”两个维度实证检验了高新技术企业共聚与不同类型环境规制间的交互因果关系。研究结果表明,不同类型环境规制与高新技术企业共聚之间存在的耦合关系各不相同,其中,命令控制型环境规制一方面受高新技术企业“向共聚”带来的促进作用,另一方面又将促进高新技术企业“被共聚”水平提升,且后者的影响程度略高于前者,存在显著双向因果关系;而市场激励型环境规制仅受高新技术企业“向共聚”的正向促进作用,存在显著单向因果关系;但公众参与型环境规制与高新技术企业共聚两者间不存在相互影响,无显著因果关系。本文聚焦异质性环境规制与高新技术企业共聚间的良性互动,为客观评价高新技术企业共聚微观绩效提供经验证据,为进一步在开放中实现经济与环境协同发展提供有益的政策启示。
英文摘要:
      There is a complex and close interactive causal relationship between heterogeneous environmental regulation and the cohesion of high-tech enterprises. How to accelerate the integration of the two to build a regional economic and environmental coordination advantage deserves further research. This paper adopts the big data analysis method, based on the provincial panel data of heterogeneous environmental regulation and high-tech enterprises co-aggregation in mainland China from 2011 to 2019. Then based on the measurement of the level of high-tech enterprise cohesion between regions, takes the spatial convergence crossmapping model, empirically tests the interactive causal relationship between the cohesion of high-tech enterprises and different types of environmental regulations from two dimensions of “co-aggregated” and “to-co-aggregate”. The research results show that there are different coupling relationships between different types of environmental regulations and the cohesion of high-tech enterprises. The command-and-control environmental regulation is promoted by high-tech enterprises “to be co-polymerized” on the one hand, and on the other hand, it will promote the level of “co-polymerization” of high-tech enterprises, and the influence of the latter is slightly higher than that of the former, which shows a significant bidirectional causality. While the market-incentivized environmental regulation is only positively promoted by high-tech enterprises “to be co-polymerized”, there exists a significant one-way causal relationship. However, there is no mutual influence and no significant causal relationship between the public participation-based environmental regulation and the cohesion of high-tech enterprises. This paper focuses on the benign interaction between heterogeneous environmental regulation and high-tech enterprise cohesion, provides empirical evidence for objectively evaluating the micro-performance of high-tech enterprise cohesion, and provides useful policy inspiration for further realizing the coordinated development of economy and environment in the process of opening up.
