      将减污降碳协同管控纳入“三线一单”(生态保护红线、环境质量底线、资源利用上线和生态环境准入清单)管控体系,是我国实现碳达峰、碳中和目标的有效举措。本文结合试点城市实践,提出“三线一单”减污降碳协同管控技术路径,包括基础评价、“三线”协同性分析、生态环境准入清单优化三个方面的内容。研究构建了大气污染物和CO 2一体化排放清单,用于识别减污降碳协同的重点行业和重点管控单元;提出将“双高”排放热点网格应用于优化大气环境重点管控分区的方法;构建了环境管控单元—重点行业—技术措施库的空间映射图,并应用于环境准入清单优化。通过本次试点研究,以期为完善“三线一单”编制技术方法、强化减污降碳协同治理提供技术支撑。
英文摘要:
      Integrating the synergistic control of pollution and carbon reduction into the “three lines and one list” control system is an effective measure to achieve the goal of carbon peak and carbon neutrality in China. Based on the practice of pilot cities, the technical pathway of “three lines and one list” to reduce pollution and carbon is proposed in this paper, including basic evaluation, analysis of the synergy of “three lines” and optimization of the environmental permit list. The research constructs an integrated emission inventory of air pollutants and CO2, which is used to identify key industries and key control units to reduce pollution and carbon; proposes a method to apply the “double high” emission hotspot grid to optimize the key control zones of the atmosphere environment; constructs a spatial mapping of environmental control units - key industries - technical measures library, which is applied to the optimization of the environmental permit list. Through this pilot study, we aim to provide technical support to improve the technical method of “three lines and one list” and strengthen the collaborative management of pollution reduction and carbon reduction.
