      工业园区具有产业集聚、污染物与温室气体排放集中的特点，是推动减污降碳协同治理的重要力量。清洁生产审核通过对生产和服务过程进行全链条调查诊断，提出节能降耗、减污增效的方案，与减污降碳具有高度的目标协同性和路径一致性。本研究从工业园区清洁生产审核“审什么”“如何审”“如何评”的三个核心问题着手，提出了园区清洁生产审核重点的识别技术、审核问题的诊断技术、审核绩效的评价技术以及园区清洁生产审核管理体系建立要点，构建了以工业园区清洁生产审核为抓手促进园区减污降碳的实施路径，并提出了推动园区清洁生产审核工作的政策建议。本研究基于三大核心技术构建的工业园区清洁生产审核路径可形成规范化、标准化、可复制的技术方法，为全面推进工业园区减污降碳协同增效提供技术支撑。

      Industrial parks have the characteristics of industrial agglomeration, concentration of pollutants and greenhouse gas emissions, and are the main force in promoting collaborative governance of pollution reduction and carbon reduction. The clean production audit conducts a full chain investigation and diagnosis of the production and service processes, proposes the program of energy-saving and consumption reduction, pollution reduction and efficiency enhancement, which has a high degree of goal synergy and path consistency with pollution and carbon reduction. Starting from the three core issues of“what to audit”,“how to audit” and“how to evaluate” in clean production audit of industrial parks, this study proposes identification techniques for key points in park clean production audits, diagnostic techniques for audit problems, evaluation techniques for audit performance, and key points for establishing a park clean production audit management system. It constructs an implementation path for promoting park pollution reduction and carbon reduction through industrial park clean production audits, and proposes policy recommendations to promote park clean production audits. In this study, the cleaner production audit path of industrial parks built on the basis of the three core technologies can form a standardized, standardized and replicable technical method, and provide technology support for comprehensively promoting the synergistic efficiency of pollution reduction and carbon reduction in industrial parks.
