      数智技术和数据要素为能源行业面向“双碳”目标转型提供新机遇,在能源和数据驱动的广泛而深刻的经济社会系统性变革中发挥关键作用。然而,当前能源行业数字化智能化转型发展存在多重瓶颈,如何依托数据要素新理念,推动数智技术与能源产业深度融合发展,是当前亟待解决的理论和现实问题。本研究基于数据银行理论和数据要素市场化配置相关研究,结合能源大数据产业发展特征,提出了碳中和数据银行促进能源数字化智能化绿色化低碳化转型的动态机制,从能源数据资产化、平台化和市场化等环节探讨了能源数据多元化场景应用和价值化实现路径,以期为能源管理决策和能源数据产品的研发与运营提供理论和实践指导,从而最大化释放能源大数据资产价值,完善能源和数据要素全国统一大市场建设,促进绿色循环经济和能源数字经济协同发展,助力能源行业提升创新竞争力、加快碳达峰碳中和战略目标实现。
英文摘要:
      Digital technologies and data elements provide new opportunities for the energy industry to transform towards the goal of carbon peak and carbon neutrality, and plays a key role in the extensive and profound economic and social systemic changes driven by energy and data. However, there are multiple bottlenecks in the current development of digital and intelligent transformation in the energy industry. How to rely on the new concept of data elements to promote the deep integration of digital and intelligent technology with the energy industry is an urgent problem to be solved. Based on the theory of data banks and related research on the market allocation of data elements, combined with the development characteristics of the energy data industry, this study proposes a dynamic mechanism for carbon neutral data banks to promote the transformation of energy digitalization, intelligence, greening, and low carbonization. In order to provide theoretical and practical guidance for energy management decision-making and the research, development, and operation of energy data products, we discuss the diversification scenarios application and value realization paths of energy data from the perspectives of data assetization, platformization, and marketization. The carbon neutrality data bank in energy can maximize the asset value of energy data, improve the construction of a unified national market for energy and data elements, and promote the coordinated development of green circular economy and energy digital economy. Finally it can help the energy industry to enhance its innovative competitiveness and accelerate the realization of the strategic goal of carbon peak and carbon neutrality.
