本文探讨了我国生态环境分区管控技术标准体系的现状与挑战,并提出完善建议。随着《中共中央办公厅国务院办公厅关于加强生态环境分区管控的意见》发布,我国生态环境保护正向全域覆盖、跨部门协同、多要素综合的系统管控转变。本文分析了国内外相关研究进展,指出当前生态环境分区管控在其他重要生态空间划定、资源利用上线、生态环境管控单元划定等方面存在的问题,并借鉴相关技术标准建设经验,提出构建生态环境分区管控技术标准体系的初步框架。在此基础上,提出完善技术标准体系的建议,包括夯实理论基础、完善技术规范体系、加强关键技术研发和强化实施应用技术支撑,以提升生态环境分区管控的统一性和规范性,支撑美丽中国建设。 |

This paper examines the current status and challenges of the technical standard system for ecological & environmental zoningbased regulation in China, and proposes suggestions for improvement. With the issuance of the “Opinions on Strengthening ecological & environmental zoning-based regulation” by the General Office of the CPC Central Committee and the General Office of the State Council, China’s ecological environment protection is transitioning towards a comprehensive, inter-departmental, and multi-element systematic control that covers the entire territory. The article analyzes domestic and international research progress, identifies issues in the current ecological & environmental zoning-based regulation regarding the demarcation of ecological space, resource utilization upper limits, and the delineation of eco-environmental regulation units. It also draws on relevant technical standard construction experience to propose a preliminary framework for building a technical standard system for ecological & environmental zoning-based regulation. On this basis, suggestions for improving the technical standard system are proposed, including solidifying the theoretical foundation, perfecting the technical specification system, strengthening the research and development of key technologies, and reinforcing the technical support for implementation and application. These measures aim to enhance the unity and standardization of ecological & environmental zoning-based regulation and support the construction of a beautiful China. |
