      开展生态环境分区管控实施跟踪评估是完善国家生态环境分区管控制度的重要任务之一。目前，我国政策评估尚未形成统一的模式和技术规范，对生态环境分区管控这一综合性空间管控制度尚缺少系统的跟踪评估研究，对这一领域的研究支撑尚显不足，制约了生态环境分区管控制度的实施应用。本研究在系统梳理国内外政策评估理论与方法的基础上，构建了基于RE-AIM（Reach Effectiveness-Adoption Implementation Maintenance）的“三线一单”生态环境分区管控跟踪评估框架和三级指标体系，以连云港市为案例区域，从管控目标落实、生态环境效应、管控要求采纳应用、组织实施情况和长效保障机制等方面系统评估了连云港市“三线一单”生态环境分区管控的实施成效与不足。研究结果表明，本研究建立的评估框架和指标系统考虑了生态环境分区管控政策的特点，具有较好的代表性和适用性，可为生态环境分区管控跟踪评估技术规范体系及各地方推进相关工作提供一定借鉴，进而支撑生态环境分区管控方案实施应用评估和制度优化完善。

      Conducting follow-up evaluation of the implementation of Eco-Environmental Zoning Management (EZM) is one of the important tasks in improving the national EZM system. There is a compelling need for evaluating the outcomes and shortcomings of EZM. However, the research support in this area remains limited. On the basis of systematically sorting out domestic and foreign policy evaluation theories and methods, this study addresses this gap by employing the RE-AIM (Reach, Effectiveness, Adoption, Implementation, Maintenance) evaluation framework in the context of the“Three Lines One Permit” EZM. Taking Lianyungang City as a case, this paper systematically evaluates the effectiveness and shortcomings of the implementation of EZM in Lianyungang City from the aspects of implementation of control objectives, ecological environmental effects, adoption and application of control requirements, organization and implementation, and long-term guarantee mechanism. The research results show that the evaluation framework and index system established in this study take into account the characteristics of EZM policies, and have good representativeness and applicability, which can provide certain references for the technical specification system of EZM follow-up evaluation and the promotion of related work in various provinces and cities, and then support the implementation, application, evaluation and system optimization of EMZ schemes.
