The ecological environment zoning control policy is an important starting point for realizing the coordination of ecological protection and economic development. Based on the ecological environment zoning control policy promulgated since the 2010 national main functional zoning, this study constructs the ' target-path-tool-evaluation ' analysis framework, and combines text mining and PMC index model to systematically analyze the eight typical policies. The results show that the policy objectives are both macro-strategic and micro-specific, and have external and cross-border effects through institutional transmission, content transmission and boundary transmission ; the policy tools have shifted from command control to multi-governance, and the governance efficiency has been improved. The PMC index evaluation shows that the policy is reasonable as a whole ( mean 6.00 ), but the excellent policy ( P8 ) is outstanding in target synergy and tool diversity, and the acceptable policy ( P3, P7 ) has timeliness shortcomings. Among them, the internal performance of four policy surface forms is relatively smooth, two of them have a large degree of concave and convex, and the remaining forms have the largest fluctuation. Finally, from the four aspects of legal protection, economic investment, technical support and supporting policies, the optimization path is proposed to provide theoretical and practical support for improving the zoning control system. |
