      因企业集中、污染物成分复杂等因素,化工园区地下水污染风险管控与修复工程综合治理技术体系构建难度较大,进而在实施过程中可能出现工程实施时间和资源的消耗与预期综合成效不匹配等问题。全过程管理作为保障工程实施质量的重要手段之一为解决化工园区地下水风险管控与修复工程存在的上述问题提供了依据。本文通过梳理化工园区地下水风险管控与修复工程全过程管理实施进展及难题,深入剖析全过程管理的必要性,在此基础上,结合目前已有案例的实践情况,从综合治理技术体系全过程跟踪管理及工程实施成效自评估两个层面,提出针对化工园区地下水风险管控与修复工程的建议:①针对化工园区地下水风险管控与修复工程采用“1+X”模式制定全过程管理框架,完善了针对项目特定需求的其他管理内容,强化了针对生态环境重大工程的特殊性与复杂性管理;②制定了综合技术体系构建跟踪管理和工程实施过程技术验证管理内容,以确保技术体系应用的准确性和效率;③提出化工园区地下水风险控制与修复效果的自我评估机制作为全过程管理的一部分,旨在持续监测并确保项目执行的实际成效,从而保障治理措施的有效落实与环境目标的达成。

      Due to the concentration of enterprises, the complexity of pollutant composition and other factors, it is difficult to build the comprehensive treatment technical system of risk control and remediation projects for groundwater pollution in chemical industry parks, which may lead to problems such as the mismatch between the project implementation time and resource consumption and the expected comprehensive effect in the implementation process. As one of the important means to ensure the quality of project implementation, the whole process management provides a basis for solving the above problems in the groundwater risk control and remediation project in chemical industry parks. By combing the progress and difficulties in the implementation of the whole process management of groundwater risk management and remediation project in the chemical industry parks, this paper deeply analyzes the necessity of the whole process management. On this basis, combined with the practice of existing cases, this paper puts forward suggestions for groundwater risk management and remediation project in chemical industry parks from the aspects of whole-process tracking management of comprehensive treatment technology system and self-evaluation of project implementation effect: ① adopting the “1+X” mode to develop the whole process management framework for groundwater risk management and remediation project in chemical industry parks, improving other management contents for the specific needs of the project, and strengthening the particularity and complexity management for major ecological and environmental projects; ② The tracking management of the construction of the comprehensive technical system and the management of technical verification in the process of project implementation are formulated to ensure the accuracy and efficiency of the application of the technical system; ③ As a part of the whole process management, the self-assessment mechanism of groundwater risk control and remediation effect in chemical industry parks is proposed to continuously monitor and ensure the actual effect of project implementation, so as to ensure the effective implementation of governance measures and the achievement of environmental objectives.
