Local carbon budget management is a crucial approach for implementing China's dual-control system of carbon emissions and will provide strong support for achieving the goals of carbon peaking and carbon neutrality. Existing research on the calculation of total carbon budget, indicator allocation, and management mechanisms has difficulty comprehensively answering the key questions of implementing local carbon emission budget management under the dual-control system of carbon emissions. This paper systematically analyzes the practical demands of the dual-control of carbon emissions for local carbon emission management in terms of policy objectives, basic data, management tools, etc. It points out that carbon budget management has basic functions such as clear goal orientation, timely access to carbon emission data, and a rich array of management tools. And it can be implemented in a way of "overall planning over five years, annual emission calculation, and annual adjustments". In terms of implementation approaches, carbon budget management framework should encompass five key components: the preparation of carbon budget plans, carbon budget monitoring and early warning, carbon budget policy implementation, annual carbon emission calculation, and five-year carbon emission calculation. To effectively promote the implementation of carbon budget management, in the future, it is also necessary to improve the local carbon emission statistical accounting system and data foundation, enhance the regional carbon emission monitoring and early warning capabilities, enrich the carbon budget management policy toolbox and promote the combined application of policies, establish the quality evaluation and control mechanism of the whole policy process, and leveraging the supporting role of the market mechanism in carbon budget management. |
