      工业园区是长江经济带中游地区经济发展的关键载体,其绿色发展是区域“绿色崛起”发展战略的重要支撑。本文以江西省为例,针对区域工业园区绿色发展现状不明、路径不清等问题,基于经济-环境-政策系统视角,定性定量分析相结合,研究江西工业园区绿色发展现状,提出政策建议。研究发现:(1)基于2018年国家发布的园区名录信息,运用词频-逆文本频率方法(TF-IDF)分析江西省工业园区主导产业,揭示了产业增长核心区,赣中南产业振兴发展区,赣东北开放合作区和赣西产业转型升级区四大区域所辖园区的主导产业及TF-IDF指数分别为电子信息(0.365)、电子信息(0.540)、有色金属(0.590)和新材料(0.513),显示园区主导产业呈现鲜明地域性特点;(2)江西省国家级园区在省级及以上园区中占17.2%,以国家级高新区为例将江西省与全国资源环境的平均水平对比,发现江西省园区能源产出率(1.66×105/tce)和碳生产率(3.22×105/吨)较全国平均水平分别高53.7%和106%,但COD排放强度(1.92吨/亿元)高于平均水平,仅有42%的区内污水厂处理负荷率达到60%,减排增效仍需持续提升;(3)将江西省高新区绿色发展规划与《国家生态工业园区指标标准》对比,单位工业增加值综合能耗和高新技术产业占比的园区覆盖率分别为100%和75%,受到江西省园区的普遍关注;江西省高新区的指标覆盖率从30.8%到84.6%不等,说明园区仍需对标国家标准深化绿色低碳发展。最后从产业、环境、管理三方面提出江西省工业园区绿色发展政策性建议:(1)锚定区域产业定位,以特色产业集群建设推动工业园区绿色发展;(2)一园一策,深化园区碳污协同减排;(3)升级园区绿色低碳发展指标体系,推动更多园区争创国家绿色发展示范试点。

      Industrial parks in the middle reaches of the Yangtze River Economic Belt, with Jiangxi Province as a focal point, are pivotal for the area"s economic progression and the broader "green rise" strategy. This research delves into the green development of Jiangxi"s industrial parks, integrating economic, environmental, and policy dimensions through qualitative and quantitative analyses. The study uncovers distinct regional industrial specializations across Jiangxi"s parks using TF-IDF analysis, identifying electronic information, non-ferrous metals, and new materials as dominant sectors with TF-IDF indices of 0.365, 0.590, and 0.513, respectively. It also evaluates Jiangxi"s parks against national standards, revealing that the energy output rate (1.66×105 yuan/tce) and carbon production rate (3.22×105 yuan/ton) in Jiangxi Province"s industrial parks are 53.7% and 106% higher than the national average, respectively. However, the COD emission intensity (1.92 tons/100 million yuan) is higher than the average level. Furthermore, the study highlights a gap in wastewater treatment efficiency, with only 42% of plants achieving a 60% treatment load rate. Comparing the green development indicators of Jiangxi"s high-tech zones to national ecological standards shows full alignment in terms of energy consumption and high-tech industry proportion but indicates a varying understanding of green development across parks, with indicator coverage rates ranging from 30.8% to 84.6%. Based on these findings, the paper recommends (1) Anchoring the industrial positioning of the area, promoting green development of industrial parks through the construction of characteristic industrial clusters. (2) One park, one strategy, deepening the collaborative reduction of carbon emissions in the park. (3) Upgrading the indicator system for green and low-carbon development of the park, promoting more parks to strive for national green development demonstration pilots..
