| 高质量发展是我国构建现代化新发展格局的一项重要议题。在此背景下,国家战略在技术创新变革与降碳目标方面发挥着重要作用。本文选取2009—2021年30个省份的面板数据作为样本,实证探究了技术创新、黄河国家战略与碳排放之间的交互关系及作用机制。研究发现:①一般技术创新会加重碳排放,其中策略性技术创新的影响更加显著;②绿色技术创新与碳排放之间存在显著倒“U”形关系;③黄河国家战略能够通过促进绿色技术创新,进而降低碳排放。研究证明了黄河国家战略能够通过促进创新转型、降低碳排放,进而实现高质量发展目标。研究还发现,黄河国家战略对绿色技术创新转型的促进作用在环境规制强和碳排放水平低的省份更显著。最后,本文提出贯彻落实黄河国家战略,促进绿色技术创新,加强配套政策支持等建议。 |

| High-quality development is an important issue in constructing a modern development pattern in China. In this context, national strategies play an important role in technological innovation change and carbon reduction targets. The panel data of 30 provinces from 2009 to 2021 are selected as samples to empirically explore the interaction relationships and mechanisms between technological innovation, the Yellow River National Strategy and carbon emissions. The results show that: ① General technological innovation exacerbates carbon emissions, and strategic technological innovation has a more significant impact;② There is a significant inverse U-shaped relationship between green technological innovation and carbon emissions;③ The Yellow River National Strategy can reduce carbon emissions by promoting green technological innovation. The study demonstrates that the Yellow River National Strategy can achieve high-quality development goals by promoting innovation transformation and reducing carbon emissions. The study also finds that the role of the Yellow River National Strategy in promoting green technology innovation transformation is more significant in provinces with strong environmental regulations and low carbon emission levels. This paper proposes recommendations such as implementing the Yellow River National Strategy, promoting green technological innovation, and strengthening supporting policies. |
